Try taking baby steps. Type one sentence per page. Progress to two sentences
per page, etc. Then try stapling 2 pages together "book style," progressing to
three pages, etc. until she is reading the whole book.

Make her a bookmark with a long rectangle cut out of the middle. Just enough
to see a few words, or a sentence in the book she is reading.

Consider using a scroll...it is much more interactive. You can make a game
of it. She can walk it. Be sure to make a scroll of a text that she would
already be attracted to.... pet book, hobby, something you know she can
read....
just "getting her into" the book might help..... See David Middlebrook's
textmapping site online for ideas......
