I am not currently teaching, however, I am working on  my Masters in 
Elementary Education. One of the Chapters in my text that I just  finished 
reading 
focused on asking Questions. At the end of the chapter the  author (Debbie 
Miller) gives several books that have been tried and true for  asking 
questions, 
which are (to name a few)
                                All  I See By Cynthia Rylant
                                Amelias  Road by Linda Jacobs Altman
                                An  Angel for Soloman Singer By Cynthia Rylant
                                Fly  Away Home by Eve Bunting
                                Grandfather  Twilight By Barbara Berger
                                The  Lotus Seed By Sherry Garland
 
Have you tried having them use question maps when  reading? It may help them 
determine which questions to pursue  further.
