One book that helped me tremendously with the set up of reading and writing
workshop was The Daily Five. The book gives explicit guidelines for
procedures. I do not use the entire system but the procedures and the
timeline to introduce procedures really helped me and my students form a
routine that was self sustaining. Substitute teachers would comment that if
left to do their thing, the class ran itself. Once procedures were set I
could work on refining conferencing, guided groups and book talks. I then
could use the basal in various ways depending on subject matter, skills,
integrating science and social studies, or in small focused groups. Hope
this helps.
