John....I am not sure if you were just looking at the elementary level for scientifically researched prgroams, but you might look at the Strategic Instruction Model through Univeristy of Kansas. It has a compoenent for struggling kids and a component for the gen ed class. It does qualify for an effective RTI model in middle schools.
