In 1994 I received a $7000 grant from the State of Illinois that I turned into 
a 6-week reading camp for about 50 students, 5 days a week, 3 hours a day.  We 
had a different theme every day, related to the mid-morning snack and the 
physical education activity, and ended up with a Read-to-the-Audience for the 
last 20 minutes, when the parents would come and listen to children read what 
they had practiced during the day.  This was geared toward remedial readers who 
had completed grades 1, 2, and 3.  I was a director/teacher and had 5 other 
certified teachers working with me.  This has now evolved into 400+ students, 
both remedial and enrichent.

I would start small and make it very motivational, with reading games and all 
kinds of "tricks" to have kids read.  Food that they could manipulate (like 
square cheese and crackers and red strips of licorice to turn into a baseball 
field -- for "sports day") was motivational, as well as increasing of 
background knowledge.  We passed out small prizes (Oriental Trading Company, 
etc.) as well as had tokens for the 6-week building up to larger prizes on the 
final day.  Many fast food restaurants will be glad to give you free coupons 
that you can use for prizes.  Now isn't too early to start.

This was all done at my school with the approval of administration.  If you're 
thinking of doing it privately, check insurance, zoning, and social security 
tax requirements.
