I see how I need to clarify.  Thank you.  Intially, when you use an IRI you can 
use it to analyze needs but then . . . . the next level of text that you can 
use is equivalent to a year's growth (whatever that REALLY is).  That is why 
these other assessment mentioned help with the benchmarking and assessing 
growth inbetween.  When I want a grade equivalent reading age on a reader, I 
use an IRI.
 
I find that many teachers in secondary grade levels find the STAR helpful.  
It's easy to administer and at least it gives them an understanding of the 
different levels of readers they are teaching when they use their textbooks, 
novels, etc.  It seems to be the best "first-step" to differentiating.  As they 
use this quick assessment, they can begin to provide a range of text, even when 
they use lit. circles.  In other words, they understand the wide range they are 
dealing with.  Until secondary school systems change their time blocks, it 
seems difficult for them to do much else unless they are teaching a reading 
class for vulnerable students.  The point here, in my opinion, is that teachers 
need to be shown to do something with the STAR, QRI, etc.  That is what shifts 
the instruction.  I find that if you get people started, get them reflecting - 
So if several students are in your class with a 2.5 - 3.9 grade level in 
reading, what can you do about it?  It shifts teachers from teaching the 
content to teaching students.  I believe that many secondary teachers want to 
make a difference with their students who are drowning in all those textbooks.
