My guess is that it's the following:  "No matter what, we can't possibly 
provide all students with the same prior knowledge before we begin discussing a 
topic."  
 
I'd probably agree.  However, one small revision is what probably makes the 
difference.  "No matter what, we CAN possibly provide all students with 
INCREASED prior knowledge before/during we are discussing a topic."
