I set up an independent reading program. It took about 4 weeks at the beginning of the school year to get them independent for about 45 minutes to an hour so I could work with individuals and small groups. Plan to meet with your neediest kids the most often during the week. You don't have to see everyone in a small group every day.

I would love to hear from some folks who teach reading in a departmentalized situation such as myself and tell me how you scheduled your week.
