Leslie,
I totally agree. I have had wonderful results from paired reading.
The paris have worked like the one you describe on the same level, but
also one higher than the other. One year one of my high students was
reading a very difficult book and one of this friends (who read below
grade level) wanted to read with him. I talked to him about the
struggle he said he was up to the challenge. His reading level grew
by leaps and bounds. The conversations were awesome. I love paired
reading and have a tub with twos threes and fours. Reader choice.

I have experienced very positive results with paired reading. In
the past I would pair a strong reader with a student who was not as
strong. This past year I paired a struggling reader with an ELL
student and the two of them were amazing together. They were not
intimidated because they were both reading on the same level. I
would often sit with them or near them and listen to their
conversations about the book. I think it helped them with their
comprehension and their fluency. The ELL student was able to help
with comprehension and the partner was able to assist with the
English language. If they were unable to figure something out on
their own, they would come to me. It was a positive result for both
of them.

beautiful, ready always to apprehend in the flow of language the
