I guess I would say it depends on what is being measured.  If you are looking 
for mastery of benchmarks, yes retakes or some type of assessment that 
continues to check to see if a student has mastered the learning should be 
happening.  If it is a test at the end of a grading period and the purpose is 
to see what students have retained then no.  In Literacy, I question the "test" 
idea anyway.  What are you testing?  If you are assessing writing or reading, 
what "test" are you giving.  Wouldn't you be assessing benchmarks multiple 
times and in different ways.  That would take care of the driver's license or 
bar exam idea.  Kids would have multiple chances to show they mastered a 
benchmark.  If  you are talking about spelling tests, I think those should just 
be for placement for learning and possibly to  see growth, not assessment. 
Looking at really writing to see if spelling is improving would be the 
assessment.   If you are testing knowledge of a piece of literature.  Then I 
ask why?  To see if it was really read?  If students need to know some 
particular vocabulary or terms, wouldn't a quick check up quiz work and then 
reteach and then retest. (ex.  types of sentences, figurative language form)  
and wouldn't students be learning these in order to be able to speak 
intelligently about their writing not becaise they need these terms to write 
well.  Oops...getting carried away!
