I think you have answered your own question in your second paragraph.
Instead of a "number of books" read requirement, how about a required
"amount of time reading" requirement.... if you must have something
to check off.
I used to have my 2nd and 3rd graders keep track of their Reading at
Home in fractional amounts of an hour, and on Fridays they brought in
their weekly "at home" logs and we added it all up..... great
fractions lesson! Much better than any you'll get in a book. And
yes, it was time-consuming. Then a new form went home on Friday night.
