Yes, that is possibly the best book!  I use it every year and there are a 
variety of materials easily available. The setting is urban but the characters 
represent many cultures!  The author is Paul Fleishman and it is a very short 
book, if that would benefit your unit time line. My students also love the 
diversity and emotion that is found within the characters.

What ages? There is a lot of great African-American and some Hispanic writing 
about the urban experience but it is more likely middle or high school.

For little people I think of "Tar Beach."
