Raz-Kids is a great way to go.  Students can read the books online at school 
and at home.  I believe an individual classroom account (for up to 35 students) 
costs $89. There are many books on each reading level with a nice mix of 
fiction and nonfiction.  You can have students record their reading and this is 
stored so teachers can listen to it later (do a running record?  check for 
fluency?)  The comprehension quizzes look at vocabulary, inference, sequencing, 
literal comprehension, etc.)  The teacher tools are awesome and really help you 
track (and know) your students.  I like the short videos for teachers that help 
you get the most out of this site.  Our school has used Raz-Kids for the past 3 
years and teachers, students, and parents love it.
