In my district two years ago a group of teachers got together to plan out 3 
units for each grade level that everyone would do--one for fall, one for 
winter, and one for spring.  They wrote one of the units and the teachers in 
that group piloted that unit.  This year everyone in the district taught that 
one unit and the other two units were written.  I've been on a leave of absence 
this year so can't really speak to the specifics of how it went, but having 3 
must-do units for seasons seems like it could be a compromise between teachers 
who want autonomy and want to choose their own timing and the need for some 
accountability and opportunity to work together.  Doing just one unit the first 
year also seems like it might be a way to ease into a new way of doing things.
