Not when I looked at it - it was in UTF-8. Sure, it had a line that declared this: <meta http-equiv="Content-Type" content="text/html; charset=windows-1256"> but the 'Content-Type' HTTP header really says: Content-Type: text/html; charset=utf-8 That's the one to trust, because that's the one browsers obey.
