the decoder comment reports the upper limit that the phrase length can be. however, the actual max phrase length depends on the phrases you extracted during training. If you use the script train-factored-phrase-model.perl <http://mosesdecoder.svn.sourceforge.net/viewvc/mosesdecoder/trunk/scripts/training/train-factored-phrase-model.perl?view=log>
the default max has always been, & continues to be, 7
