the decoder comment reports the upper limit that the phrase length can
be. This is increase decoding speed for long sentences, its value has
been 20 since it was implemented many years ago

however, the actual max phrase length depends on the phrases you
extracted during training. If you use the script
train-factored-phrase-model.perl

the default max has always been, & continues to be, 7
