You might have figured it out by now. If you change the other, non-weight parameters, ideally you should retune to get better BLEU score. However, you can fiddle with stack-size, distortion limit etc without retuning to see the effect on model score. In reality, unless you change them by a lot, the weights will converge to roughly the same.
