Hi,

zmert-moses has been adapted to support a metric that needs TectoMT 
(http://ufal.mff.cuni.cz/tectomt). It seems like we forgot to accept TER-BLEU 
without the TMT_ROOT, as TMT_ROOT is needed only for TectoMT.

We'll try to fix it soon but in the meantime, just remove the check for 
TMT_ROOT and hopefully it will work. (We have not tested TER of zmert ourselves 
so there may be other issues.)
