For new versions, have a look to http://apertium.eu/data The latest is http://apertium.eu/oj4-fd-2.zip This is a 8.3 GB contains the Official Journal of the European Union in Formex 4 (XML) from the middle of 2004 to the beginning of December 2010 in up to 23 languages.
The new packages "oj4-pc-*" should be ready real soon now.
