What I understand is that you need to switch off phrase/rule-table
filtering. Or if you want to use plain text rule tables you should add
the parameter
--filtercmd
"${SCRIPTS_ROOTDIR}/training/filter-model-given-input.pl
-Hierarchical"
to mert-moses
