A native Windows moses decoder is a popular, but not popular enough for anyone to commit the resources (yet?).
"Using the Internal LM is a bad idea..." KenLM is inference-only. So, why not scrap the old Internal LM altogether and officially replace with KenLM -- regardless of a Windows version? Then, for a native Windows version, work out the cross-platform dependencies with a well-defined and stable trunk.
