Dear somayeh,

The alignment table is obtained starting from the intersection of IBM
Model 4 source-to-target and target-to-source alignments.
Then, several heuristics are used to add links from the union (of IBM
Model 4 source-to-target and target-to-source alignments) not present in
the intersection.
The "grow-diag" heuristics add links which are neighbours, in the
alignment matrix, of the links present in the current alignment table.
The "final" heuristic adds links which (i) are not neighbour of any link
already present in the alignment table, and (ii) for which the
associated source OR target word is unlinked
The "final-and" heuristic adds links which (i) are not neighbour of any
link already present in the alignment table, and (ii) for which the
associated source AND target words are unlinked

Does this answer your question ?
