there currently isn't an option for that, but it should be reasonably straightforward to add. If you know C++ then feel free to dive in and email me offline if you have any questions, otherwise I'll take a look sometime soon. If you're in a hurry, then a wrapper script that forwards arguments to extract-rules and then filters the output might also do the job...
>From the moses documentation I gather that you can limit the number of symbols
(that includes both words and non-terminals, right?) with MaxSymbolsSource and
also limit the number of non-terminals allowed in a rule with MaxNonTerm.
Is there a way to limit the number of words allowed in rules independent of the
number of nonterminals (if that makes any sense!)?
