Hi,
Since it appears you're in the phrase-model directory, cd .. and try
again. You need to be in a path so that
ls lm/europarl.srilm.gz
completes successfully. This is implicit in the instructions

cd ~/mosesdecoder/sample-models
~/mosesdecoder/moses-cmd/src/moses -f phrase-model/moses.ini <
phrase-model/in > out
