I agree with you that there should be an easier way.  Tarballs would be 
nice for downloading but I guess part of the point was to let people 
explore without downloading everything.  For what it's worth, this works:

wget -r -np http://www.statmt.org/moses/RELEASE-0.91/en-fr/
