please get familiar with basic Unix command line usage.

If you run a command like "train-model.perl", the directory which contains
it has to be in the PATH environment variable. In general, it is better to
always
specify full paths for Moses-related scripts and data sets.

If I guess your installation right, you should specify
$HOME/mosesdecoder/scripts/training/train-model.perl
