if the library boost_iostream wasn't built, you should make sure that
the zlib and bz2 libraries and header files are on your system.

NB. I see you are using cygwin. Moses should run cygwin, however, we
don't often check it. I also know it's a lot slower than running on
Linux. It would be easier to install Moses on a Linux. You can use a
virtual machine like VirtualBox if you don't have dedicated machine
