hmm. I'm not quite sure what's wrong with it.

If all you want to do it create a language model and you don't care how 
it's created, you might want to use kenlm instead. The program you need 
is called lmplz, described here
    https://kheafield.com/code/kenlm/estimation/
kenlm is included with moses so you don't have to download and compile 
it separately
