i don't know the code for this program either, but this is how
mert-moses.perl runs the evaluator program:
   .../evaluator --reference
/home/hh65/workspace/experiment/wmt15/en-fi/tuning/reference.lc.2 --sctype
BLEU --scconfig case:true  --nbest run1.best100.out.gz
