Hello -- thanks for your kind words! It is probably possible to adapt mosh-server to do what you propose here (basically allowing the server to roam instead of the client), but we have not done this or shipped it. I think most people probably do just use an auto-roaming VPN (e.g. OpenVPN or probably Wireguard) and then run Mosh on top of that.
If you want to dig in, look at mosh-server.cc and mosh-client.cc/stmclient.cc and flip around which one runs the "server" side of the network connection...
