Hi

I've got a Full-HD webcam (USB) but I'm only getting 3 or 4 fps from it
with motion.
And the moving parts in the images are blurred, i.e. when someone walks
into view there's so much motion blur that I cannot see who it is.

When I lower the resolution to 352x288 I get 13 fps, still not the 30fps I
was hoping for.
And even then the moving parts of the images are still blurred.

Is this a restriction of motion, the camera, the USB bus or the CPU?

What is the version? Is it a package or built from source? Is it
Raspberry? Can you provide example video?

If, in a terminal, you run
top
do you see motion using all or most of the processor time?  It may be
that you do not have enough processor power.

This doesn't necessarily pertain to motion, but blurred images are
indicative of exposure. Most USB cameras will get blurry motion images if
there's not enough light or it doesn't have IR LEDs for "night vision" if
it's dark or you have poor lighting. You can change the parameters of a USB
camera using something like:

# Set exposure_auto (menu): min=0 max=3 default=1
# 1: Manual Mode
# 3: Aperture Priority Mode
v4l2-ctl -c exposure_auto=1
v4l2-ctl -c focus_auto=0
