When I start motion with 2 RTSP feeds, one of them gives the following
endlessly:

[2:ml2] [ALR] [NET] netcam_start: Network Camera thread starting... for url
(rtsp://192.168.0.31:554/live/ch0)
[2:ml2] [ALR] [NET] netcam_start: Network Camera thread starting... for url
(rtsp://192.168.0.31:554/live/ch0)

It's always the same camera; there's no timestamp but the messages are a
minute or more apart. I've added rtsp_uses_tcp for this cam, still happens.
Is this a signal (strength) problem?

If it matters I'm using a dev version of 4.0, for no reason other than I
was using 4.0 since before it was released.

If you access that url from (for example) VLC does it work?

It won't be a signal strength problem as it is being accessed over the
ethernet, unless you mean that the ethernet cable is too long, in
which case it will also fail with other clients such as vlc
