Isn't the default file permission controlled by the operating system? Like
umask for Linux

In this case, the permissions of the individual files are not the issue. To
delete a file, you need "w" permission to the directory that the file is
in. If you "chmod a+w /var/lib/motion", any user should be able to delete
files in that directory.
