Normally when I upgrade motion I do a rough side-by-side comparison of
the new config file against my existing one.

I'm trying to understand what the output_pictures parameter does. I
think I understand but I'm not clear on the different between off
'normal' and on.

    # Output 'normal' pictures when motion is detected (default: off)
    # Valid values: on, off, first, best, center
    # When set to 'first', only the first picture of an event is saved.
    # Picture with most motion of an event is saved when set to 'best'.
    # Picture with motion nearest center of picture is saved when set to
    'center'.
    # Can be used as preview shot for the corresponding movie.
    output_pictures off

Fixes it for me too. Thanks.

Very easy install too. Hadn't realised I was actually on an old version
of motion (4.0) on Debian Stretch and delighted to see a neatly packaged
latest package of motion for download.
