The camera I'm using to experiment with is a Hikvision DS-2CD2335-I.? It works well with both Motion and Milestone using H.264 compression.? If I change the camera to H.265 mode and update the config in Milestone, the camera works in Milestone, but Motion can't see it. If H.265 should work in Motion, the most logical explanation is that the camera changes its RTSP URL when H.265 is selected.? I'll do some more experimenting.
