I don't see anything in the config files for limiting storage space. Can
limits be placed in the config files or is this hardwired into the
application? If it's hardwired, then at what storage size does it cycle?

Neither, Motion doesn't include any built-in space limiting currently.
I use a script to check for files older than x days, delete them (and then
remove empty folders). I use crontab to run this script once a day.
You could also use the "on_movie_end" in Motion and check used space, dates,
etc across your save directory.
