Sorry for the confusion I am using the right command sudo service motion
stop but it is not stopping the server

But you did not start motion using "sudo service motion start", which might 
explain why "sudo service motion stop" does not work.
You may try to change -b in the start command in /etc/init.d/motion into -bm 
and use the above start command to start motion.
