Perhaps not but if the latest version in the Raspberry Pi repo is 4.1.1
and you want something newer, then that's one way to do it, install the
latest deb package from Motion's GitHub page.

There's no such package listed. That's my main point.

I have stream_maxrate set to 1 FPS, but that is being ignored when
streaming to remote devices. Is there another setting that needs to be
enabled/adjusted?
