I installed motion on a Raspberry Pi Zero. Although there is no motion, I have 
a CPU load of 90%. Is there anything that can be optimized here?

What format is the camera stream and what resolution and frame rate?

I don't create a stream, but snapshots (framerate=2, width=1280, height=960)

I meant what format, size and frame rate is the *incoming* camera
stream (for example, rtsp, 1280x960, 25fps).

I've sorted it.
I didn't get to doing the upgrade, mainly because I don't have the
slightest idea which of the files to use to do the upgrade.
The ffmpeg_duplicate_frames setting isn't available for my version of
motion.

What I found was that at some point I had set event_gap to 60 to try to
capture a short time after motion was no longer detected. Setting this back
to 0 has fixed the video speed issue.
