There may be another way I don't know of, but the first thing that comes to
mind is having a second system, could even be a VM, running Motion with a
different mask file set to trigger in the area you want to set to spray the
cat.

Putting a collar on your neighbor's cat doesn't sound like a workable idea
by any means.

I think this is a fairly common use case a lot of us could use. Since 
things tend to get bigger the closer they get to the camera.
