I notice motion is in the 4.2.2 release range.I just got the Raspberry Pi 3 b 
plus with the latestversion of stretch fully updated.In their add/remove 
installer is version 4.0.2.I would prefer to install the latest stable 
version.Can someone assist me? with this?

It won't solve the question you are are asking but if you are setting
up a new system don't use Jessie, the current Raspbian is Buster.
That will still only get you motion 4.1.1 though.
