I'm not the best person to be answering questions so if anybody else knows
please jump in. I would try a different codec mpeg4, msmpeg4 and see what
the result is.

Your problem is with your VLC player. I just had to boot my windows 10
computer for something and I was able to play your video with the windows
10 default player.
