The following error prevents?Motion from starting: "motion_init: Substream not 
available.? Image sizes not modulo 16".
I am running Motion as a time-lapse capturing one frame every two minutes, 
using mkv encoding in an mpg wrapper. I have tried other encoder wrappers, but 
that error persists. Oddly enough, if I specify a morbidly outdated motion.conf 
it allows?a full HD 1920x1280 resolution.?I want to run it using the correct 
conf file, so I don't get a screenful of deprecated/replaced with messages on 
startup. ?Motion capture is off.?
However, although 1920x1280 and several other resolutions that can be divisible 
by 8?are supported by my Logitech C910 USB camera only 6440:480 & 800:600 will 
not generate the error.?
I am running a Raspberry Pi 4 (minimum memory) that is fully up-to-date 
and?running the Pi's latest O/S. I installed Motion with apt-get. ?
Video_params is seen as an illegal command and I found that vid_contol_params 
works instead. ?None of the options made any difference.?
I am not a Linux wonk, I dabble.?

*Image Capture (4:3 SD)* 640x480, 1.2 MP, 5.0 MP, 10 MP
*Image Capture (16:9 W)* 360p, 480p, 720p, 1080p
*Video Capture (4:3 SD)* 320x240, 640x480, 1600x1200 2MP
*Video Capture (16:9 W)* 360p, 480p, 720p, 1080p

Should work with any of these resolutions. If you are picking something
in-between, it (motion) is not liking the responses from the camera (the
modulo 16 error) Prior to the camera dying, I had one in a Pi3B+ using
motion & motionEyeOS, and it worked fine at 1280x720 for video and
snapshots. The 30FPS at 640x480 max was a major issue, though
