This suggests that the ports are closed.

I have control port set on 8080 and one camera on 8081 and another on 8082

(you can't use the same port more than once on a single host).

If I port scan my machine using nmap -sT <IP-ADDR>, I see /inter alia/:

8080/tcp open? http-proxy
8081/tcp open? blackice-icecap
8082/tcp open? blackice-alerts

showing that these ports are listening for TCP connection requests.

(blackice is just the official registered service for these port numbers).
