Yes, I can confirm that the newest ffmpeg is able to read the camera.
You need to build motion from sources with the latest ffmpeg.
What platform are you using? x86_64, ARM? I can send you a test build

The given parameters work for me using motion 4.6.0
and I can also get the stream using ffplay.
