I use 'regular' Motion but thinking the procedure will be similar to get 
you unstuck.

You probably overlooked some simple stuff.? At the bottom of 
motion.conf? (find? /? -type f? -iname? motion.conf 2>/dev/null) is a 
section? called "Camera config files". Uncomment the one of them.

Two side notes here.? I have several cameras so prefer to keep the 
'main' motion.conf common to them all so I would uncomment 
camera1.conf.?? camera1.conf gets modified per Pi (each Pi has one USB 
camera -- that's all a Pi4 can handle).

Secondly, in my installations the camera1.conf (etc.) are in 
/etc/motion, not /usr/etc/motion.? As I prefer to keep the original 
available should I screw up I would do this:

##############################################################
 ??? # Camera config files - One for each camera.
 ??? ##############################################################
 ??? ; camera /usr/etc/motion/camera1.conf
 ??? camera /etc/motion/camera1.conf
