Jim Otto just called me, he and Scott Meyer had just located (relocated?) a Yellow-breasted Chat at Black Dog Preserve in Burnsville. >From the kiosk at the trailhead, go down the trail, continue east on the trail after you pass under the transmission towers until you are about 1/2 to the next set of transmission towers. Cliff Fen/Black Dog Preserve can be reached by taking Cliff Road east about 1 mile from Interstate 35W in Burnsville. There is a sign for Black Dog preserve on the north side of the road, the trailhead and kiosk are on the north side of the soccer field east of the parking lot.
