Anyone can own a chukar or a bobwhite, not just a game farm, probably with a
state permit. They are for sale to anyone that wants to buy them. Because of
such easy access and the regularity of escapees or releases is a very common
thing. Stromberg's in Pine River sells chukars and bobwhite for $30 a pair. I
don't suspect they will be added to the Minnesota list unless there is a
sustainable population.
