Photos of the Brant in Duluth show definitively that the right rear  
hallux (rear-facing toe) has been cleanly clipped. This is common  
practice among waterfowl keepers. Also the bird is unusually tame,  
wandering about in the presence of children playing and adults  
walking, suggesting it is accustomed to being around people. I would  
be surprised if this turned out to be a wild vagrant.
