This is the result of a two minute google search last week after my late-night rant. This is text from the Federal Register re.a proposed rule by the USFWS.. Given the recent date, I don't know when the final rule was published, if there was such. These Flyway Council recommendations are something I was not aware of. As Janet Green has communicated, there was no State Register notice. I don't know if there are preconditions of federal action for a state administrative (executive) order for game bird designation. If so, could this be all there is? --- publication of a recommendation of a flyway council??? I'll stop before I start to rant (it is late once again).
